Hows it done? I want to get Arcades quest, but I'm not exactly sure how to.

Arcades quest doesn't trigger until you are very close to the ending.

I'm really close to the end - last thing to do is protect Kimball, then end it... how come it hasn't activated? Do I have to be at the VERY end?
