How to adopt?

Considering I've already killed the orphanage lady and completed my Falkwreath house (but not furniture), where/how can I adopt? And if this helps, I never got the Consider Adpotion book.

Is there a specific child's bedroom? Maybe, do I HAVE to have a bedroom to own a child?

If you are creating your own house, it's a east wing add on. If you have breezehome, it replaces the alchemy lab.

Any of the existing houses can be retrofitted with a child's bedroom just by talking to the steward. Which means my Dunmer will be able to move her child of choice into Proudspire Manor. The only quarters that cannot take a child are the Archmage's quarters in Winterhold.

Only downside is that I think it replaces the Alchemy laboratory, which is inconvenient. Wish I could replace the enchanting table instead.

What of a house I built? Do I HAVE to have an east wing bedroom?

Turns out I can adopt now that I added an extra bed. Though I'm sure the courier who is supposed to give you the message where you can adopt is bugged.

Yeah, you're supposed to get it as soon as you enter one of the major cities. If you don't, it may be bugged.

At least you can adopt children. I have the child's bedroom complete, yet I can't adopt.
