How big is a unit in CK?

I'm referring mostly to packages, such as TriggerLoc, Sandbox 512/1024, etc. I read a long time ago when I was starting modding that a Sandbox of 3000 would be the size of a small house. From experience I now know this is a well big area. Does the unit measurement extend as a 3D space around an actor i.e. a sandbox of 512 would permit the actor to move around 512 units forward, backward, left, right, up and down? So a sandbox of 512 in a small house with a bed upstairs would allow the actor to get to the bed or can they only move along a 2D plane?
You guys know what I;m asking.

The average width of a mid sized tileset in the CK is 256 units, which is about 6 or 7 feet. Take the 'CaveGRoomWall01' piece, the width of the ground on that piece is 256 units.

It permits a radius of 512.
