You can appear to be older simply because of your aura, really. It's not any one thing that seals the deal. If you can't grow facial hair, there's not much you can do about that anyway, and if it's a scraggly looking disgusting neckbeard, then it ends up making you look even less mature. Basically:
- Dress mature, meaning don't walk around in Ed Hardy tees, baggy jeans and a backwards cap. Stick to simple tees/shirts/polos/sweaters with no logo, or a small logo. Fitted jeans, and some appropriate shoes. Wearing glasses could help.
- Style your hair with a classic style rather than spiky or a fauxhawk or whatever. Simple side part should do, or slick back.
- Appear confident.
-Deepen your voice a bit. Not so much that it sounds unnatural, but just don't squeal.
For all intents and purposes, you should look older.
