Click on your current avatar to bring you to your profile and then hover your mouse over your 'blank' avatar area and it says, 'change'. Click it and you should be able to change it.

Then I'm assuming that option has been removed. You're most likely going to have to get one locally.

Well it gives you the option of 'browse' your computer so you would have to save an image to your computer to a designated folder and then upload it from there.

Find a picture you like on the internet using google or something. then right click on the picture and 'save as'. give it a name like 'my avatar'. then, when you click on the 'change' button on the balloon man, choose 'browse' and search for the picture you saved by its name.
