To be honest I hate frost mages when I play my sword and board. My strategy for him right now is using the shield perk which gives 50% to fire/frost/shock while blocking. Pair that up with putting either fire/frost enchantments on pieces of clothing that's applicable. I use a dragon priest mask (otar)
All in all it works out ATM. Only level 34 and playing an Orc badass mofo.

Shouts can be awesome for you

You can also consider Wards to block the spells

All I can do is raise my shield and wait them out :/

It's really, really miserable. Even worse on my 2-handed user.

The worst part is that even if you can mitigate the damage, it still freezes/slows you to a [censored] crawl.

I use the whirlwind sprint for my dude which uses a 2 handed axe. Good for mages and archers. Get in their face then pound with axe. Simple.

But frost is the single most resisted element in the game, and generally useless in the player's hands

Magic resistance is pretty much required for warriors anyhow.

I reckon if you've been making use of a one-handed weapon, you'd want to specialize a bit in Restoration. If you pick up the "Ward Absorb" perk, any spells that hit your wards give you back mana. Using the wards intelligently with some good reflexes in your opposite hand would likely be very effective in such situations, specifially against magical projectiles. If you use a shield, shield bash those knife-eared hooligans in the face and cut their face until they fall on the floor. You could also specialize in Lightning Magic in the Destruction School, if that's your thing, and help relieve them of their magicka just that much more quickly while either using a ward to mitigate the spells they cast at you completely while also potentially absorbing mana or by mitigating about 50% of that damage with a shield, assuming you've specialized in shields.

You can also hope to find gear enchanted with magic resistances, of course. Frost resistance potions may also be an option if you can either make them or come across any in your travels.

I just use alot of anti frost potions etc to give me enough protection to get close and clock the magic users with a mace while downing a heal potion or two.

Use the Lord Stone. It shall aid you.

Gain the magic resistance perks of alteration.

Enchant your armour to counter it (with black souls)

do the daedric quest for Peyrite (hope i got the name right) won't spoil anything for you, just do it, you will be satisfied. might involve some quick-slot swapping but it will help you against magic users

There is no effective way to stop ice magic other than ward spells. I hate being slowed down to .5 MPH, so ward spells are my best friend.

Ethereal shout. Walk through silly Frost stuff completely immune. Smack mage in face as you're coming out of it.

Beef stew and stamina potions for the win. As long as you can sprint towards the bastard you won't have any problems. Fus da rah them to knock them over then charge while they are down. Once you are in their face its game over for them.

It's all about closing that gap. Do unto them before they do unto you. OR...use the environment as a strategic shield.

Duck around a corner and let them come to you. When he sticks his head around the bend...BAM!!!! Use your hammer and cave his face in like you took the air out of a Beach Ball.

Get your alchemy skill up and craft 85% frost resist potions. Pop one as soon as you see a frost spell. Or, go sword and shield, and take that perk for 50% elemental resist when you block, and wear some resist magic enchanted gear.

I find the best solution for dealing with ice mages is to cut their frikkin' heads off and $@%& down their throats.

But to get to that point, use a shout if necessary to interrupt their spellcasting - unrelenting force or fire breath work nicely. If you can get the perk for it, your shield can block damage from elemental spells. Ice spikes can be dodged. A companion can be useful - they can't target two people at once. Save a bow for just this very thing.

But however you do it, close the distance and give 'em a haircut.

Spellbreaker. That shield creates a 50 point Ward when blocking, and the Ward refreshes itself every second. Only thing i've ever seen break the ward, was shock spells. The "Ward Absorb" perk in Restoration also works with it, basically allowing you to gain free Magicka whenever you block a spell with Spellbreaker.
My Nord Warrior has 40% Resist Magic from Lord Stone+Agent of Mara, 80% Resist Frost from Nord Racial+Otar, 30% Fire/Shock Resist from Otar, and the Elemental Protection perk in Block as well as the Spellbreaker shield. So Mages really are no problem for him at all.

Enchantments and Potions
Enchant armor with Frost resist
there are rings and necklace already enchanted
I recommend learning enchanting
I use dual Enchanting on everything

I barely take Damage from Fire or Frost anymore
I stand right in it and keep moving or attacking

With the Impact perk in the Destruction tree, dual wielding lightning spells drains their magicka, plus keeps them staggered so they can't shoot spells at you.

Archery. While walk/run speed is slowed to a crawl, shooting speed seems largely unaffected. Even at low skill levels a smallish number of hits will kill them. But yes, these fights are annoying.

While it is correct that frost is the most resisted element, it is in fact so useful because of the slow effect as to make up for it. Using frostbite in one hand and a blade in the other is an excellent option for a low level spellword. Later on Ice storm (adept level?) is an excellent advancement. It is all about the slow effect and I think this lends itself to spellswords rather than mages, as they will want the slow so they can get their bladework in without having to take hits.

IF frostbite scaled - I would probably use it moderately all game on a spellsword - since the slow effect is so powerful against charging barbarians and the like.
