How does Heimskr avoid prison?

Think about it: He is blatantly violating the White-Gold Concordat, in plain view of everyone, in an Imperial-controlled hold!

I can accept how annoying he is (so was the Adoring Fan before him; no big deal), but wouldn't it make more sense if he preached on the streets of Windhelm? I thought that was the only place in Skyrim where Talos could be freely worshiped.

Ok, true, missionaries in the real world often go into enemy territory to preach the Gospel, but if they just stand on the streets and do it, they are often persecuted. it doesn't make sense that Heimskr would do this without getting arrested, unless he were in Windhelm. So how does he manage it?

There aren't any Thalmor there to persecute him, and they are really the only ones that care.

he says that he bribes the imperial guards to iguinore him if the empire wins the battle for whiterun (if i record correctly q-) :smile:

I dont see how hes alive. I never see him leave that spot, rain or shine, and he never eats. A homeless Vampire maybe?

He goes to bed at night, so I assume he does all that before he goes to bed.

Yeah, and Markarth has a shrine of Talos, while there are Thalmor in the palace :lmao: Either they don't really care either, or they are shockingly incompetent. Or it's a trap :cold:

The shrine of Talos in Markarth is abandoned - that's why

Eltrys chooses it as your secret meeting place in the Forsworn Conspiracy quest.
There are no priests/priestesses in attendance, no services, and no public worship. The Thalmor really have no reason to be concerned about the site.

There is evidence though that they do stake out Talos shrines outside the cities for the purposes of catching/killing Talos worshippers. I was ambushed by them myself while visiting one, altho that may have been a coincidence since I don't know if it's a spawn point for them specifically.

He does have a house that he goes to sleep in at night.

That and there is... tension in the city regarding the civil war, of which the Talos thing is a big deal. If Heimskr were to be arrested tempers could flare and there would be fighting in the streets. Besides, Balgruuf considers Whiterun neutral until you force him to make a decision in the civil war questline. Yes the city is nominally under imperial control but it is de facto neutral and thus not forced to follow thalmor edicts.

He did? "Mine" is still there.

And in the first hours of the game, I often saw people listening to him, no nobody ever gets near him. Do you know if I can wabbajack him?
