How does one get the discount for implants? : Fallout: New Vegas

I've done many quests for the Followers.

And I finally did get the 50% discount for medical services.

What do I still need to do to get the 1000 cap discount on implants?

It lowers the price of the intelligence implant to 3000. Which is 1000 less than normal.

If your intelligence is really low, it will cost 3k. Otherwise, you can't get a discount on implants.

You get that particular discount by having a natural intelligence of 3 or lower.

No. Having a low INT only allows you a discount on the INT implant. Basically they're like "wow you really need this one cuz you're stupid so we'll knock off 1000 caps."

There is no way to get a discount on the others.

I do know she gives discounts for medical supplies, if you're friends with the Followers of the Apocalypse. Not sure if it extends to medical treatment or implants though...

I had a charisma of 2. I bought an implant for charisma and it costs 4,000

Money is more abundant in FNV than in CIV5.... 1 extra thousand this way or another, who gives a [censored]. I could pay 10k a piece and still be filthy rich.

Both the Vault wiki and the official guide book list 3000 caps as the discounted price available for all SPECIAL attribute implants. There is no discount available for the armor or the health implant.

Is there a bug here? Something broken?

Is there a quest or some other way to get the discount? Seems that if both the wiki and the guide book say 3000, then the intent must be for the 3000 price to be available.

Half the information on the Vault is someone copying stuff from the guide. And guides are often started being written before content is finalized. They may have simply removed the options before release.
