Please, I am really curious. Don't need some sarcastic answers, but is it okay to level up? *minor spoiler* unlike Oblivion where if you leveled too quickly, you ended up being very weak in the end because you didn't let your other skills level within the level you were previous.

And my biggest question is, does the world (monsters, bandits, etc.) level with you? Or are some in a level range, while others aren't?
