How exactly do dragons scale in lvl

It's weird the named dragons in the story are easy as pie but, bumping to random dragons are much more challenging, almost got killed a couple times by a Random one.

Its weird how the difficulty is, One Quest was kicking my ass, so I came back like 2 levels later but I didn't upgrade much. Only bout 10% in two handed damage And I walked in like I owned the place.

Does the level scaling kick in a certain point? Are there certain lvl brackets for the dragons. like if something is over leveled then you it's like it's stats get buffed up, then when your close in level its brought back down to scale your characters. It seems to me almost like some mobs in this game can downscale.
it's weird.

I am so confused on this and if anyone can give any helpful information on this subject, i would appreciate it. Thank you!

I read that there are different class types of dragons like "regular dragons" that scale from lvl 1 to 10 or "blood dragons that scale up to lvl 20. Does this mean that if your like lvl 20 and you fight a regular dragon, you can easily over power it and highest lvl it can achieve is lvl 10? Cause if that's the case, it would make a little more sense why some enimes are just extremely powerful and others arnt when facing the same monster type. Cause it might be cause i crossed that thresh hold that is available within there own lvl bracket.
