Note - This only applies if all other ps3 games have the proper sound and skyrim is suffering from sound distortion, such as crackling or clipping

Uninstall the skyrim base installation (its ~4gb)
Uninstall the skyrim patch (~58mb)

Reinstall the game fresh, it should work properly

It appears this bug is caused by corruption of the installed sound files from the disc, I've had this happen 2 times and both times reinstallation worked well.
