What makes the horse fast travel with the player (and keep the player mounted)? Also what makes the follower teleport with the player?

The reason I'm asking is that currently followers mounted on a horse will not teleport with the player to the destination map marker. Is there a procedure in the follow package that makes them teleport (when unmounted), that can be extended to horses they are riding?
