How do I get "idiot" dialogue options?

I just finished my first playthrough of Fallout, New Vegas. I heard that if your character's intelligence is low enough, you get the option to say some rather dumb things to NPCs. How low do I have to set my character's Intelligence to get these options? I don't want to floor it all the way to 1 because I don't want to lose too many skill points.

lol i always floor my charisma to 1 its not a big deal

I saw a thread asking if that was even in this game so it might not even work like that anymore... I know it did in FO1/2. :shrug:

I believe it is 3 or lower, because I saw some screenshots of dumb dialogue options.
