I've tried a number of options using AI packages, procedures, scenes, etc. But I can't get the player character to use a shout. Ultimately I'd like a way to force the player to use any shout on command, complete with effects and animations, but I'm not getting anywhere after days of searching. I'm wondering if I'm missing some secret sauce or if shouts are just hard limited in the game to be unscriptable for the PC.

Does anyone have any tips/advice/links to tutorials on how to force the player to shout?
