I'm assuming you mean that you're on the actual mountain and have not been to Ivarstead or High Hrothgar because of what you said.
First, you need to go to Ivarstead. It's located on the bottom of the southeastern part of the mountain and should be marked on your map. Once you have reached Ivarstead, there's a bridge that leads into the 7,000 steps(you can't miss it, it's over a river and right next to the lumbermill). Follow the steps and it will lead to High Hrothgar.
