How do i get the house in raven rock?

How is it triggered?I think i need to start the quest for the councilor but im not sure how.

You complete the quest in that saves the town leader's life. You start the quest by having the Captain of the Redoran gaurd come up to you randomly and initiate a conversation about how the leaders buddy wants to talk to you.

thats the part i cant figure out.

The only prerequesite is finishing the first quest the captain gives you (which is to kill the guy with the champions cudgel) after that just wait a while. Took me a long time to get the quest
