Assuming that you can't recruit the NPC as a follower (in which case you can generally give them whatever you want them to wear), you might be able to reset them with the console via disable/enable, or even use it to spawn and force them to equip certain clothes.

Followers will don the most effective armor you give them, but only until you send them packing, then after they chill, they change back into their regular clothes or gear.
Regular NPCs donot don armor if you place it in their pockets. If you take their clothing, umm, by umm accident, they will remain in undies unless you return the clothing to them. Same goes for followers if you take their clothing. If you give them the same type of clothing that you stole from them, they probably will wear it. They donnot don returned clothing immediately either, you need to check back after a few hours. If you want to take clothing as a lark, I suggest placing it back into their inventory immediately. They will walk around naked for a while, until you leave.
