And do you have to join the Dawnguard to get a crossbow? Or can you oppose them and still have access?

Except in Morrowind, you could use crossbows just fine without having to join a specific faction, and the bolts don't pass straight through without inflicting damage as marksman weapons often did in that game. But other than that, that statement holds truth.

you can can the basic one on the vamp side, but if you want to learn how to make them and bolts and get the other types you need to join dawnguard

By doing arrows do you mean making them? :P Yes, yes you can make arrows at forges.

If you call that 4... 2 of them are just enchanted versions of the other 2...

They should of made 1 of each type like they did with every other weapon, if they where ever going to make crossbows as viable as bows...

No idea what you mean by them being viable. The top crossbow maxxed out with smithing is plenty powerful. There really don't need to be all those redundant types. I'm not saying it wouldn't be nice but it certainly isn't necessary for it to be a viable weapon.

The nature of the metal might influence a bit the power of the crossbow but at the end of the day it's the mechanism and fine tuning that will make the difference. I don't think it's necessary to have say ebony or glass crossbows. It could be nice for looks though.

Umm.. no, no it most certainly is not. I made an Enchance Dwemer Crossbow that ignores 50% armor as a standard. Then dual enchanted it with Fire and Firey Soul trap. For giggles I made some exploding dwarven fire bolts to go with it. Yeah.. I've got a thing for fire.. moving on..

Bethesda could just say the legion that had been occupying Morrowind found the crossbow, liked what they saw, and the commander had an ebony version made. The plans for it were lost on a certain ship that crashed on the way to Skyrim.

1. Nomal steel crossbow
2. Enhanced steel crossbow
3. Normal Dwarven crossbow
4. Enhanced Dwarven crossbow

The normal ones can be both smithed and bought, enhanced versions can only be bought.
