How to remove esm dependency from a mod

I have a dependency in my mod on apachii.esm which I need to get rid of. I seem to have removed all of the parts of it from my mod but when I open it in TES5Edit I still see the esm listed. Is there any way to completely get rid of this dependency?

In Tes5edit you can right click the plugin and click "clean masters" which will remove the unneeded masters. There is also a way to do it within the creation kit but I'm not sure how that works.

Doesn't seem to be working. I've searched through everything and there is nothing left in the esp file depending on it.
