How I should play Skyrim?

Current Specs:
Pentium? Dual Core @ 2.50Ghz,
2gb of ram
Ati Radeon HD 3450 256mb
Win 7 32bit

I done some research to figure out if anyone has specs similar to mine. Even though some people may have been able to run the game fairly well on lower cards, my GPU is a low profile, non-gaming one, with 256mb Vram with little room to upgrade, literally(I have a slimline, so I can barely fit any parts in, especially a PSU; currently 150watt). i bought this around early 2008, so most people say that I should just save up for a new PC.

Saving for a Desky isn't a problem, but I'm a university student and Itll be odd carrying around a desktop for that long. What I'm wondering is this...

1. is there any way to play skyrim some what smoothly on my machine?

2. Any suggestions of Laptops that I can save up for that can run Skyrim really well(not ULTRA, but around med,high if possible) without it being too expensive?

Laptops aren't my preference, so I have to look some up a bit and inform myself further. Research is fun nontheless. Thank you
