wiki says the winterhold elve women, but she doesnt have it, also does you damage go up as you points in destruction go up? or is it just perks that make damage go up?

Blizzard is a Master level spell, you must complete a special master level quest related to Destruction magic for it to appear for sale. You will not be offered this quest until your Destruction skill is greater than 90. As for your other questions, damage does not scale with skill level by default which is one of the chief complaints about the skill. Only perks will alter the damage output of spells without the use of mods that change how the system works.
