To be perfectly honest, I'd quit making plans with him. It's awfully rude and inconsiderate of him to do that. I have a co worker who used to do that to me. Every single time he'd agree to come help me out with computer issues, the day he was supposed to come help out, he would never show, he'd never call, and when I finally did see him (at work the next day) he'd give some half baked excuse on why he couldn't make it.

My point here is that it seems that your cousin (much like my co worker) have little to no interest in keeping their word. Probably best to just move on...quit making plans you know he's got no intentions of keeping.

My dad was very good in a bad way at doing that. It is the main reason why we don't talk anymore.
