for example : one to find an amulet in some catacombs.

i select it in quests and make sure its ticked/marked, but no quest marker appears on screen for it. no arrows, no pointers, no nothing.

so am i doing something wrong here or is this broken and/or utterly useless?

under the misc section tag each individual quest on the right of the list

Make sure the word misc in the side bar is highlighted/selected with an arrow/marker next to it...... and the misc quest it self is highlighted also.

seems a little counter intuitive having to do that, but whatever works is fine by me in the end.
