you could just hold down F to spin the camera around....

Sheath weapons and move camera freely around you
Moving it around you, and moving it FREELY around you are completely different. You need the previously mentioned console command for FREE movement.
edit: Not to mention the obvious argument of: What if he wants a screenshot with weapons out?
