Idea for better dialogue

it's obvious that in Skyrim dialogue svcks. You can be a mage that does not know what soul gems are, a vampire hunter/vampire which guesses at best who created the vampires,a schoolar and book collector who is an idiot, a Khajit who doesn't know what Elswyer is, a honorable warrior who just looks and "walks" like a thief, an Imperial who doesn't know what the White-Gold tower is etc. etc.

But it came to me, that there is an in-game mechanic which could easly repair it. It is not perfect but much better than the vanilla system. Dialogue Skill-Check. Remember when you needed to be an expert destruction mage to shut up J'zargo? Or when you needed to have minimum 95 skill in a school of magic to ask about the mastery quest? Or maybehttp://skyrim.nexusmods.com/mods/14157 on Nexus that checks if you have the minimum requirements to be a thief? That's the stuff. Why can't we have more of this? It's easly implemented, and makes things just plainly better.
