[REQ] Improving Enchanted weapons.

At the moment, I'm sure many of you have noticed that many of the weapons you get quickly become useless because of even a single perk. This is only counteracted when you reach arcane smithing, but you don't reach that until level 60!

What I'm looking for here is a balanced way to improve enchanted weaponry in such a way that quest rewards(Axe of Whiterun, etc), are actually useful at the time you get them. As it is, i used the axe for approximately 5 minutes before i got the steel perk and immediately my perfectly normal steel axe was better, and it will remain better until level 60 in smithing. Of course, by that point it wont be any use anyway.

My basic idea is that when you get, say, the steel smithing perk, you can then improve the NEXT teir of weapons to their basic value. So when you get steel smithing, you can then improve the axe of whiterun, for example, to the "Fine" level. Then, when you get dwarven weapon smithing, you can upgrade it fully, and upgrade enchanted orcish weapons.

Is this possible? With the CK, would it be possible for even someone who is new to it to make this happen?

Any tips/help would be appreciated!
