Ini tweak for difficulty?

Wondering if there's a way to get the increased damage taken from NPCs from scaling difficulty up, without the increase in their health which just makes a lot of things unrealistically durable(bandits in junk armor are taking way too many arrows to the face for my taste).

Now this is something I'm quite interested in as well, I don't bother playing on the higher difficulties because of the health, but I would like the damage increase very much!
