Does the game (bought on a physical device) need an internet access for activation or worst for playing?

It's your call. Most games have been like this recently and Steam is the best digital distribution method. So it's not really the policy of the video game developers it's the publishers' fault. If you are willing to miss out on a great game just for that reason then again, it's your call.

You don't need to be always connected. You just need to be connected once so you can activate the game and set Steam to offline mode.

Dishonored require constant internet connection? who said that? It's singleplayer, and steam have offline mode. It's needed only one connection for activate it.

Which you need to pay in order to connect to and that is a problem for unicolyon.

I am surprised it's really that expensive. Mine's 12.50 euros and it works great.
