Internet usage for elder scrolls

I am really on the fence for this game. What I really want to know is will the internet usage of The Elder Scrolls Online be large per minute? The reason I ask is because many people may have internet limits and such. I do not think anyone would want to pay an extra internet bill for over usage. I get 20GB a month so I am really worried that I might not be able to play this game.
