Invokeing Hostility

Hello everyone, I will get right to the point. My character needs (for roleplays sake) everyone to attack him on sight, in vanilla I would just have been a vampire stage 4, but since dlc removed that factor I do not know how I will invoke some hostilities with everyone. The character to be hated by the people of skyrim is the lich, the same from my last thread http://www.gamesas.com/topic/1505122-lich-clothing/.

It would be completely roleplay breaking to have a rotting, evil lich regarded as human, and interacted with as such.

Just murder a bunch of guards and acquire a high bounty in every hold. You won't be able to walk freely again without serious obstacle.

Will a bounty of 3000 perhaps stay for an indefinit period? Or will they lose their aggro and attept arrests again?

That's what I was going to suggest. Maybe there is a way to use the console to do something similar as well. I know you can insert yourself into various factions so they WON'T be hostile, so perhaps the opposite is available.
