Issues with mouse and camera : V

I recently re-downloaded skyrim onto a new laptop with dawnguard and the textures pack from steam. i hadn't played it in quite a while but it's been acting strangely with my mouse. basically

1) I can't use the mouse on the ESC menu, as it doesn't highlight anything

2) I can't switch between first and third person modes. The f key just makes the camera zoom in and then zoom back out

3) I can't remap the mouse keys to switch function

4) The camera is really zoomed out.

I've already switch xbox controller off as well. Any help is greatly appreciated
