Issues with Radeon HD 5670

Windows 7 64 bit
AMD Phenom II X6 1090T Processor (6 CPUs) ~3.6GHz
4 Gig RAM
ATI Radeon HD 5670


AFAIK, this set up SHOULD run the game just fine on Ultra... But it gets some pretty lousy FPS throughout, and it will "chug" (actual game slowdown, not just FPS) in the indoor tutorial area (through the Imperial Dungeon/tunnels).

In addition, Riverwood was deserted when I came upon it, even though the quest marker for what's his face's sister was hovering over where she should have been standing. After a minute of me mindlessly wandering around Riverwood, all NPC's just "popped" in. Probably not related issues, but thought I'd bring it up nonetheless.

Any tips? What tweaking can I do to get this game to run better? Am I mistaken in thinking my system is capable of running this game on Ultra? Do I just need to wait for a patch? Any help identifying the problem would be swell. Thanks in advance!

Oh yeah. Two other issues that aren't as important, but still worth mentioning...

Upon close examination, the tips of characters noses did not look round... I can clearly see multi-faceted polygones. Are these just low polygone face meshes in the game? Or is this also an issue I'm having?

Also, some shadows (mostly on rocks) are nothing more than a series of diagonal "shadow lines." As if the game is trying to draw a partial shadow, but can't quite figure out how to do it.

Just wanted my list of issues to be completel. Sorry for double post.
