Issues with Samsung r525

Ok,so I've installed Skyrim on my Samsung r525 laptop, and like in MANY other games I gave huge FPS issues for no reason(Around 5-10FPS).
I match the minimum system requirements and the game actually detected my PC suitable for MEDIUM settings....In spite of all that I get around 13 FPS at best at lowest settings at 800x600 resolution.

I've tried all I could so far-All kinds of settings, driver replacements, .ini editing,everything...:/
Oh and there's one more thing,on my laptop's box it says my Graphics Card is "ATI Radeon HD 6630M" ,but in the Device manager it reads 2 display adapters,"ATI Radeon HD 6630M" and "ATI Mobility Radeon 4250 HD" ,the game only detects the worse of the two ( "ATI Mobility Radeon 4250 HD" ),it's unchangable, and it runs horribly ,please help me because I have been waiting too long for this game

My system specs are:
OS Name Microsoft Windows 7 Home Premium (64bit)
Processor AMD Phenom™ II N970 Quad-Core Processor, 2200 Mhz, 4 Core(s), 4 Logical Processor(s)
Installed Physical Memory (RAM) 6,00 GB
Total Physical Memory 5,75 GB

And for the graphics:

Name- AMD Radeon HD 6630M

Name- ATI Mobility Radeon HD 4250
