I've got a dozen characters with no problems. So I let my teenage daughter play Skyrim. She makes up a sorceress and when she goes into the Jarls palace in Whiterun everyone attacks her. We go back to away earlier save and it still happens. No solution so a new character. happens again. Use one of my characters who hasn't gone to theJArls yey happens again. Finally we are using one of my characters that's already gone to the JArl but I'm afraid it will happen at the next court.

Click each NPC and type stopcombat followed by setav aggression 0 and see how it goes. As for why they're attacking you, no idea. Perhaps your daughter stole the Jarl's sweetroll?
