I used a shield for a while...even put perks into it. Then, I decided to go for dual weilding swords. With the faster attack perks while weilding two weapons, the sword critical hit perk, plus other damage perks, I am mowing through enemies (does use a lot fo stamina though). You ARE holding down both mouse buttons (or triggers) to swing both weapons simultaneuously, right? Also, potions. Buff potions. HP potions. Spells. Shouts....a lot more to fighting than just swing, block, swing. My favorite tactic so far is to start combat with a full unrelenting force shout to knock enemies apart (you can use this to single out an enemy from a group, if you get a good angle, usually giving you enough time to kill one). Just because you put perks in dual weild doesnt mean you can't equip a shield for a tough fight.
