ok so i just noticed that new vegas is the only fallout game without a power armour man on it fallout 1 had i belive t-51 fallout tactics had a power armour dont know what its called fallout 2 has enclave power armour(remanents armour in new vegas) and fallout 3 had t-45 and now for the first time a fallout has a non power armour person on the game cover

perhaps because this isnt considered an actual series bit, i mean like a spin-off, (i mean its 3.5, not 1,2,or 3,) this is really hard to explain lol :D
i beleive FO:BOS didnt have power armor on its cover either, and i dont recall if tactics does or not, ill have to check

That's possible, but Tactics was not a series game either and it did follow the established tradition of an armored figure on the cover.
I thought that the ranger on the NV box was/is wearing a light 'exo-assist' powersuit though?

I don't distinguish spin-offs in this series anymore (because no one involved with making them does either).

Maybe it was never meant to always have someone in power armor on the cover. Maybe it just represents a member of one of the major factions in the game (which would be true for all the released fallouts)

They did it that way on purpose... and were later told (for Fallout 2) that they could not do it that way the next time [Marketing goons wanted a face on the box]; yet they did it again with the armor. :mohawk:

Yeah, shame it didn't have a power-armored figure on the cover. NCR Heavy Troopers or a BoS member would have worked well.

Honestly, I'm glad. Power Armor is more or less 'BEIN DUH UBA CUL GAI LUK AT MUH ARMAH' thing now. I like how New Vegas sheens that theres more clothing than just Power Armor. Apart from the T-45d and T-51b, I never cared for other Power Armor models.

Is it a bad thing that I could read that it was "BEING THE COOL GUY, LOOK AT MY ARMOR!" the second I saw it?

I'm not sure if it is or not.
Also, I think they show the armor on the case as the Highlighted Armor of the game, because it's usually new armor.

Yeah I noticed that too. To bad the armor on the front didnt live up to its rep ingame.
