Well, the quest where you need to get General Tullis and Ulfric Stormcloak to sign a peace treaty is bugged. If you have the quest to join the Stormcloaks, it will bug and won't give you the option to talk to Ulfric, even after completing the quest to kill the Ice Wraith, you can neither advance on the Stormcloak questline, or the main questline.
