Keeping NPCs Still Temporarily

Hello Creation Kit People!

I'm looking for a relatively simple way to keep still a group of NPCS. Disabling their AI won't do it as they're bears and that results in them standing up all spread eagle which is super odd. I'd rather they remain standing still for a while and be able to be triggered by a script later on to resume their viciousness. Is this something that can be done without using packages or, failing that, using a very simple package?

Unless there's something else I think you have to use packages. But if they're placed in the world, with no package they should just stand there. Packages are pretty simple once you get the hang of them. What else do they need to do, just hang around? You can give them a simple sandbox, and they just chill. Then set their combat state with factions or changing their relationship to the enemy via script.

I was trying to avoid creating a whole new base actor (I believe this is necessary to change an actor's packages). The only thing they would need to do is to hang out in one spot and later be triggered to attack the player.
