Night vision is On-command - I can spam it as often as I can hit the right bumper on my Xbox controller. It was also At-Will in Oblivion and Morrowind. Not sure where you got the idea it was once-a-day.
While it still has the thirty-second timer, it's also a toggle so I have it as-needed. As a convenience, I love it. The game's lighting varies from screen to screen, and some people are better at making out low-contrast details. Personally, I frequently find myself needing to use it.
I really like the filter for a number of reasons other than illumination:
1. Radial Blur - This is actually a mixed bag to me: When actively searching, I love how it focuses my view. When just exploring at night or in dark caves, I miss what peripheral vision I'd otherwise have.
2. Desaturation - It's easier to discern some textures, lights, and objects in monochrome.

why would I want to use Magelight? Night vision is silent(To NPCs - it's very audible to the player), undetectable, and always illuminates what you're looking at out to infinite range. Since it's a toggle, it's great for sneaking - you can turn it off to find shadows to hide in, and turn it on when you need to see. You can sell magelight to vendors for extra cash.
