Can I kill Daud's men in the Flooded District and still get low chaos or does it count like killing guards does?

I REALLY wanna kill the *******s but am aiming for Low Chaos ending.

Want some of the kill achievements and picked them as the recipients of my wrath - just want to know how far I can take it.

Anyone tested this out?

My 1st play through I killed all Daud's men, but spared Daud himself.
I also killed all the Tallboys, but helped the survivors, for the Flooded District I mission I got High Chaos.
In the Golden Cat on the earlier mission, I killed everyone in the brothel by throwing their unconscious bodies over the verandas into the water.
For the Golden Cat Mission I got High Chaos.
But every other mission I played with barely a kill and got low Chaos.
I got the low chaos ending on that play through.
