Okay I'm really stuck here so if anyone could help me that would be great. I've done some looking around the internet before I made this post and found out that if I kill the bandit leader at the Rift Watchtower before I become Thane of Riften it bugs the quest. Well I'm already Thane so thats not the problem. However the bandit leader is still not appearing. I just need to kill him to complete the bounty I got from Riften. Does anyone know how I could make the leader appear?.

The UESP says the Watchtower respawns in 10-30 days if I wait for that time will that make the leader re-spawn or no because he is part of the radient quest?.
