The first person I killed was hiram burrows because it doesn't make sense to let someone who is guilty of such a huge case of national treason. Not to mention he framed Corvo for the deed when he could of eliminated Daud as a loose end and blamed him so he might have done it to Corvo out of spite. And then there's him being the cause of the plague rapidly killing the city . The only other was Daud because it would seem stupid to let the person who killed Corvo's morganatic(for lack of a better word) wife and kidnapped his heavily implied to be daughter. I can understand being incredibly goodhearted but that tears it because at that point your'e almost commiting a sin for not killing Daud.
