Ok, so I successfully break into a bar, no witnesses, the bar is empty, so I steal a beer, and bam, I have a bounty, for a town im not even in. The bar owner then starts taunting me, from outside! I go out and kill him, then he comes back to life and talks to me like nothing happend and we just met. Is this a bug thats gonna get fixed or is this what I can expect from Skyrim in general?

Bounties are by hold, not by town. The towns are often under holds. Such as Riverwood is under Whiterun. So a bounty at Riverwood would be a Whiterun bounty.

Yeah, I get that. Just wondering if the fact that no one saw me do anything and yet news of my deed traveled psychic-ly fast to elsewhere is a bug or standard mechanics. And also dead bar keeps coming back to life and ignoring that you just killed them.
