If You buy a genuine dishonored through to steam or other country, it treated as illegal.

They treat domestic retail product only recognized as genuine.

I have bought dishonored CD in the UK.

H2 interactive, korea distributor start langage support.

so im not using langage support because im just buy dishonored in UK. these dealings is very unfair, I wonder how to think Bethesda.

The link doesn't work, I get Access Denied error.

If I get this right, you bought the game in the UK and now don't have access to the Korean language support. It's normal. If there are any regional distributors, like in your case, it's usually their responsibility to provide the translation and so you have to pay them for the right to use this translations. However, you bypassed them entirely, bought the game elsewhere and the Korean distributor didn't see a cent of your money - that means they'd have to give you the translation for free and they obviously won't do that. After all, they're a business, not a charity.

It svcks, but there's nothing you can do about it.
