A laptop is never the right choice for a primary device. Either for consumption or creation. If I can get by without ever owning another laptop, I'll be able to die happy.
Your budget isn't all that big, especially if it's including VAT. As such, I'd suggest a desktop as it'll allow you to stretch your dollar the furthest and upgrade it down the line as you get more money.
Going by your previous threads, however, I doubt you'll go that route, but is still my suggestion.
Tablets are vastly superior to laptops. They actually are mobile computing, unlike laptops. Laptops are effectively desktops that are more easily moveable and a built-in UPS (with very poor buffering) and a significantly shorter lifespan and more limited capabilities.

No, they're not. There isn't a tablet on the market today which can do what my laptop can, and that's as a developer's system.
If you're talking just email and internet access, then I'd agree, since it doesn't take much to do that.
The OP doesn't indicate what they intend to do with the machine, so offering advice isn't really going to do much.
However, if gaming is part of the equation, desktop. If it's a developer's system: laptop or desktop. If it's just to log into Facebook and write about eating sandwiches: tablet.
One day, the bridge will be removed between laptop and tablet, becoming a bit synonymous, but until that day happens, I can't be without my laptops.
