Launcher stuck in repeat cycle

Hey, I really want to start playing FNV but when I launch it the launcher opens and says that it will detect my video hardware and set my video options accordingly, I click ok, and then it tells me it has been set to high, I click ok again, the launcher closes, then re-opens and says that it will detect my video hardware and set my video options accordingly, and so on, repeating constantly.

HELP!!!

Did you try the direct file in "*:\ProgramFiles\Steam\Apps(whatever)\FalloutNewVegas"? Or launching it from the Steam game library window?

Check Steam also and make sure it's not downloading some poop, it won't let you play until it is finished. If you bring up it's main window in the middle on the bottom it would say "Downloading" and a status bar, you can click on that to see what it is doing to your computer without your permission.

I have tried both the .exe files and i even made a batch file to run it not through steam, but no matter what i do it always plays the launcher and i get stuck in the cycle and steam isn't downloading.
Also on another note my specs are fine because I played it before for about an hour on high quality and it was fine.

ALSO... on another note, it is doing the same for fallout 3, I must have a file messing up somewhere.
