Legate Rikke still Broken? : V

I'm going through the Imperial side of the Civil War quest and have just completed A False Front and am encountering the infamous Legate Rikke bug. When I speak to her, or if I just walk up to her without initiating dialogue, she'll give me my leveled gold. Afterwards the quest marker still points to her but speaking with her only gives her usual two conversation topics, instead of the "Reporting for Duty" option needed to progress the quest chain.

I've tried:

- Exiting the game and reloading.
- Cycling through all of Rikke's dialogue.
- Cycling through all of General Tullias' dialogue, including every "How goes the war?" option.
- Hitting Rikke and then speaking to her.
- Hitting Rikke until I get bounty, running away, and then paying off the bounty.
- Hitting Rikke until she kneels and then yielding.
- Clearing Fort Sungrade of Stormcloaks.
- Using console command setstage CWMission04 10. (Did nothing.)

Am I screwed?
