Hi,

I am running the version 1.8 of Skyrim.
I am stuck in the Civil War Quest as in Imperial.

Legate Rikki Refuses simply does not give me the Compelling Tribute Quest.
I was made a prefect by Gen Tullius and told to report to her at Riften Camp.
She also has a arrow on top of her head, indication I should talk to her.
I went thru all the dialouges with her, multiple times.
I saved, loaded and reloaded going back to even to last quest - Conquer Fort Dunmer.
Nothing helped.

Just FYI: The Unification Quest has not been launched. I have still to speak to the Greybeards.

Any tips/help?

Very few people seem to have run into this problem.
I am playing on PC.
