What can they be used for? Should I be worried? Any info would be appreciated

There is a NCR guy that collects them. Turn them in and get a bounty on them. He was at Camp Forlorn, but I don't remember if he is an officer or not.

His name is sixton. He is in the barracks and usually asleep on the bed. He will take the ears however I don't remember ever receiving a bounty for them?
