Lets talk about making a gaming pc

In my house we have a Mac so pc gaming has been out of the question but recently my dad got a brand new Dell (don't know the exact model yet) for business that he didn't need so I see this as an opportunity to see gaming on the pc side of the spectrum. Now I have a few questions.

What will it take to get it up to par to play Skyrim well?

The Internet at my house is very bad but I can usually successfully do downloads, just slowly, but I won't be able to do and online gaming. Is it even worth it without being able to play games like ESO?

How much is this gonna cost me?

I'll try to be more clear about the model once I take a look at it. Any advice is appreciated. :)

Unfortunately, I don't think we can answer any of your questions without knowing what's inside the PC, what form-factor the case is, etc., so we'll probably need the model number to start.

I figured as much, I'll go check out the computer tomorrow. All I know is its brand new. ;)
